Judge's Ruling Against EM

One year after East Moline decided to turn over garbage collection to a private company, the plan is still in limbo. The American Federation of State, County, and Municipal Employees union has been blocking the change, and this week an administrative law judge ruled in favor of the union. 

AFSCME spokesman, Miguel Morga, says the union believes, and the administrative law judge agreed, that the city should have negotiated the change with the workers before trying to hire a private contractor. 
The city wanted to make the change to save money, and the four garbage workers would not have lost their jobs - instead they would have been moved to other city positions.

East Moline Mayor John Thodos says the city council will discuss the recent ruling in closed session Monday.
